Historically the public sector has played an important role in economic development such as industrial growth, development of weaker sections, employment creation, provision of amenities, health, education, etc. It is to the credit of the Public Sector, that various services like electricity, transportation, medical care, irrigation, etc have reached people in far off places. The operations of PSEs have laid the foundations for entrepreneurship. However, over the years, there has been serious deterioration in the performance of public sector. Thus reforms have been taken up for an objective assessment of ways and means for meeting the objectives of public enterprise without direct Government involvement through a phased programme of privatization.

CENPAP studies the effects of liberalization, disinvestment and organisational evaluation of various public sectors and the reforms needed in their light to enhance competition, fostering technological dynamism, improving their performance and accountability in order to develop of an efficient and autonomous public sector, through proper research & development and technology import.
